Equal Opportunity Housing is based on the idea that all persons should be granted “equal opportunities” when it comes to renting or purchasing real estate property. Often used in connection with the phrase “Fair Housing,” the term references anti-discrimination policies and laws set forth by the local, state, and federal government.
To be considered an Equal Housing Opportunity Lender by the Federal Deposit Insurance Corporation (FDIC), it means the lender is committed to creating an equal housing opportunity for all borrowers. The term Equal Housing Lender was introduced in the Fair Housing Amendments Act of 1988, which amended the Fair Housing Act of 1968 and prohibits lenders from discriminating based on race, color, religion, national origin, sex, handicap, familial status, or disability.

Consistent with the Fair Housing Act of 1968 and the Equal Credit Opportunity Act (ECOA), Pacor Mortgage forbids its employees to rely on any of these prohibited characteristics to:
deny any loan sought for the purpose of purchasing, constructing, improving, repairing or maintaining a dwelling, or any loan secured by a dwelling, or
discriminate in fixing the amount, interest rate, duration, or other terms or conditions of a loan to purchase, construct, improve, repair, or maintain a dwelling.
Pacor Mortgage also prohibits providing unequal access to credit, or unequal terms of credit, because of the race, color or national origin of the residents of the area in which the credit-seeker resides or in which the residential property to be mortgaged is located.
Violations of fair housing laws can lead to legal and monetary penalties. These types of violations are known as housing discrimination claims. If you feel you have been a victim of discrimination, you may file a housing discrimination claims through the Illinois Department of Human Rights (IDHR), the entity that handles fair housing rights.
To file an initial complaint, you will need to submit your contact information, address of the property, information about the housing provider, and a description of the alleged discrimination or fair housing violation. Any housing discrimination charges should be filed as soon as possible after the alleged discrimination has occurred. However, you have up to one year from the date to discrimination to file a formal complaint.

However, a formal complaint may need to be filed with the IDHR before a federal investigation can take place.
